The Common Council for the City of Attica met on August 14th, 2020, at 1:00 P.M.
Those present at the meeting were: Council Members; Mr. Larry Grant, Mrs. Kaylie Carnahan, Mrs. Patricia (joined late) and Mr. Scoot Voorhees. Also, present were: Attorney Jud Barce, Mayor, Duane Roderick, Economic Development Director Mr. Rod Bannon, and Clerk-Treasurer, Joanne Broadwater.
This was a special Council Meeting called for the purpose of reviewing 4 resolutions for the purchase of property by the City of Attica. This meeting was advertised to the public as required by law. The Council previously approved $47,000 out of Economic Development Fund to purchase the properties listed below.
The Resolutions discussed were as follows:
- Resolution 2020-814A is for the property located at 221 S. Perry St., Mr. Bannon originally thought the city could purchase the property for $7,000.00 but the final purchase price was $17,500.00. Carnahan made a motion approving the purchase price for the building. Voorhees seconded, all Council Members were in favor, motion passed. Hargan and Maus were not at the meeting.
- Resolution 2020-814B is for the parcel located at 223 S. Perry St. The previously approved price and final sale price was $20,000. The purchase price of this property in combination of the purchase of other properties exceeded the total approved amount to purchase properties by the Council in June by $5500.00. In order to purchase this property the city paid $14,500, and Mr. Bannon personally paid $5500.00. Grant made a motion to approve the total purchase price of $20,000.00 and for the city to reimburse Mr. Bannon $5,500.00 for the portion he personally paid. Carnahan seconded the motion. Grant, Carnahan, and Voorhees were in favor, motion passed. Hargan and Maus were not at the meeting.
- Resolution 2020-814C is for the property located at 215/217 S. Perry St. the approved price and purchase price was $3000.00. Voorhees made a motion approving the purchase of the building. Grant seconded, Voorhees, Carnahan, and Grant were in favor, motion carried. Hargan and Maus were not at the meeting.
- Resolution 2020-814D is for the property located at 211/213 S. Perry St. the approved and purchase price was $10,000.00 Voorhees made a motion approving the purchase of the building, Carnahan seconded, Grant, Voorhees, Carnahan, and Hargan were in favor, motion passed.
Rod Bannon , City Economic Development also requested approval for $11,000.00 to apply for Tax Credit funds, and $4,000.00 to have a professional rendering of the development project completed.
There was Council discussion about the benefits of the professional rendering to allow the community to see the final plan for the properties. All agreed this would be beneficial. Camahan made a moion to approve $11,000.00 for the tax credit application and $4,000.00 for the professional rendering of the completed economic development project, Voorhees seconded, Grant, Voorhees, and Hargan were in favor, motion passed.
Roderick stated he had no further business and asked for a motion to adjourn. Voorhees made a motion to adjourn, Hargan seconded, all were in favor, motion passed, meeting adjourned.
