Present: Board President Andy Smart, Barbara Foster, Brian Duncan, Mike Nicolas, Mayor Duane Roderick, Guests and Members of the Public.
Location: Attica City Building conference room.
President Smart called the meeting to order and read the minutes of the previous monthly meeting.
Dale White, Director of the Western Indiana Community Foundation, was introduced.
Mayor Roderick and Mike Nicolas reported on the joint meeting with Attica Main Street.
There was discussion about how to fund improvements at the City Pool. Also discussed: the possibility of raising funds, donations, and grant money through the Community Foundation’s 501(3)C non-profit corporation. Mr. White informed the Board how such a process works and the necessary steps. He also recommended that an endowment for the upkeep of the facility should be part of any funding package, as there will be a commitment for upkeep required.
There was some further discussion of fund-raising possibilities.
Brian Duncan reported on progress with the engineering firms we have spoken with about the aquatic facilities’ current condition and any design improvements they might recommend.
Former Mayor Robert Shepherd provided the Board with an updated nature trail map from HWC engineering and a list of distances for the City’s nature trails and valuable information about possible ways of funding the system’s completion, and that on-going maintenance and vegetation control should be part of the plan.
There was some discussion about trail routing, with Andy Smart wondering if we should include a loop back to McDonald Park from Cottrell Village and the need for an alternative route between Cottrell Village and Ouabache Park when the riverside portion of the trail is flooded, especially since only signage would be required for the alternate route. A route past the old library and eagle sculpture, some of the historic homes, and the new library was one suggestion.
Andy reported he had been in contact with Indiana Department of Natural Resources Trails representative Bob Bronson, but that Mr. Bronson had not yet been able to visit Attica.
Andy Smart also reported that he had emailed each of us a first draft of the updated 5-year plan from Sara Peel as Sharon Hutchison had requested it for grant application purposes.
It was decided to temporarily rope off the tennis courts if re-coating will coincide with any planned events.
