Call to order by Larry Grant.
Brent Mather from R & B Architects, who helped develop the cities’ comprehensive plan, spoke about setting up a meeting in February or March to go over tasks the city has accomplished from the plan. Brent said that the Planning Commission should take a proactive role in establishing land use policies and managing our zoning laws.
Tom Pittman, from the firm Barnes & Thornberg, explained how TIF Districts work. He will be aiding the City with the potential development of a TIF District.
Downtown business owners, James Smick and Jackson Haney expressed their interest in plans for the downtown area. They are concerned about existing code violations in the downtown area and would like to see the Area Plan Commission and Attica Main Street involve downtown business owners in planning. They also would like to request designated parking spaces/handicap accessible parking spaces be reserved and marked in front of the hotel.
The Gap Analysis, provided by R & B Architects, needs to be updated.
Tom Pittman said that a plan document for the TIF District needs to be established and a declaratory resolution needs to be passed by the Council before December 31, 2017.
Attica Main Street may wish to apply for a downtown enhancement grant from OCRA. That deadline is near.
The next meeting will be a joint meeting of the Area Planning Commission, Attica Main Street and the Redevelopment Commission on Wednesday, October 11, 2017, at 7 PM at the West Mill Social Hall. The public is welcome to attend.
