Board of Works & Safety – April 4, 2017

Call to Order

The Board of Works and Safety for the City of Attica met, pursuant to Public Notice, on Tuesday, April 4, 2017, 4:30 P.M. in the City Council Room.

Roll Call

Present were Board Members, Mr. Smart and Mr. Gayler, Mayor Roderick, Clerk-Treasurer, Susan Stoll and City Attorney, Tom O’Connor.

Approval of Minutes

Upon Motion duly made by Mr. Smart, seconded by Mr. Gayler and adopted, minutes from the previous Board of Works Meeting for March 21, 2017 were approved as written.

A Public Hearing- for the application of a CDBG Community Development Block Grant by the City of Attica was held. The City is requesting $550,000 in grant money to pay for part of our upgrade of the wastewater treatment plant. Kristy Jerrell said she submitted the letter of intent to OCRA on February 10, 2017.

There should be an announcement on the OCRA website on Thursday June 1, announcing those applicants who will be awarded the grants.

  • We haven’t made any improvements to the wastewater treatment plant in 20 years.
  • City of Attica has in IDEM agreed upon order to meet Combined Sewer Overflow requirements.
  • This upgrade to the wastewater treatment plant will allow us to meet new ammonia and phosphate limits. Our current system is unable to meet the new limits.
  • Local match is normally near 20%, but in our case, there will be an 88.7% “Local Match”. Kristy said that is good for our “score”

Kristy feels confident about our application.

$4,886,350.00 is the proposed total cost of the improvement project, with the $550,000 grant from the Indiana Department of Community and Rural Affairs, the remainder of $4,336,350 will be paid from a low interest loan with the state revolving fund.

Department Head Reports

Ron Jean, Street and Water Supervisor was present and introduced Eric Smith with HWC. Eric reported that HWC met with the City last week to discuss equipment options. They also discussed the main entrance into the plant. 3 options were discussed with our local staff. HWC on behalf of the City will apply for an IDEM permit in late June. Next Thursday, Attica personnel will travel with HWC to Western Hancock Utilities. They have the same oxidation ditch and UV Treatment Process.

Police Chief, Bob Cole was not present

Fire Chief, Ed O’Farrell was present, reported there have been 51 runs so far this year. Just recently had what they believe to be arson, under investigation.

Building Commissioner, Jeff Pycke was not present.

Unfinished Business

Police Pension Board meeting will be held Wednesday, April 19th, following the Board of Works.

Mayor Roderick gave the Board of Works members an update on the project.

There being no further business, the meeting was adjourned. The next Board of Works meeting will be held on Wednesday, April 19, 2017 at 4:30 pm. (Changed from our normal Tuesday Board of Works meeting date.)
